FFXIV: Palace of the Dead Leveling Guide. by Accomp · December 28, 2016. Update: Please note, PotD leveling is still best for level 1-60, but not efficient for 60-70. Having played FFXIV on and off since Alpha, there have been a few different “flavor of the month” ways to level in the game.

Players who have cleared floor 50 of the Palace of the Dead will be given the option to start from floor 1 or floor 51 when creating a new save file. When starting from floor 51, players will be set to level 60 and their inventories will be cleared of pomanders.

The Palace of the Dead is an ever-changing dungeon whose architecture is never quite the same each time players enter to explore its depths. I also think there is a gear level requirement but that I am not 100% sure on and could be wrong about. From what you described OP it sounds very likely one of the members didn't own HW so the group which included that person couldn't proceed further than floor 40.

Once you finish the sidequest, you can go into PotD as a level 1. You can use the lvl 60 job to unlock PotD and once it's unlocked, you can use any class. The lvl requirement is only for the quest and once done, no need to repeat.
