Agreed, a "cottage vendor" is better described as a craft business, someone between home-made shop and true small business.

Cottage vendors are closer to the product and the customer than retail outlets. Their products likely came from things they made and used for themselves that were innovative enough or made well enough that people began asking them to make some for themselves, enough so that the practice became a viable business.
